Experts from the Norwegian Centre for Human Rights presented to the lecturers from New Bulgarian University (NBU) the specifics of the Norwegian PhD programs and demonstrated the modern learning environment of the Faculty of Law at the University of Oslo.

The study visit to Norway, which took place on 14 and 15 June 2023 in Oslo, was attended by six lecturers from the Law Department of the NBU and a government agent in the Directorate of the ‘Procedural Representation of Bulgaria before the ECtHR’ (PPRBESPCH) at the Ministry of Justice. It was part of the capacity-building activity for the introduction of human rights training in the law faculties of the universities in Bulgaria within the project funded by the Norwegian Financial Mechanism 2014—2021 with the beneficiary being the PPRBESPCH Directorate.

The working visit had two main objectives:

  • Consultation between the beneficiary and the partners on the preparation of the Plan for the upcoming training events in autumn 2023.
  • Development of a PhD programme ‘Human Rights’ and obtaining programme accreditation in Bulgarian and English;

One of the two main courses in the future programme is planned to be the course ‘Basic International and European Human Rights Mechanisms in Objective Law and Law Enforcement’, developed by Prof. Dr. Gentian Zyberi, representative of the Norwegian Centre for Human Rights at the University of Oslo. The other courses in the PhD program ‘Human Rights’, developed by the New Bulgarian University professors, were also discussed.

The programme is expected to be finalised by the end of the summer and a series of training events will be held in Sofia and Oslo in the autumn.
